Just interesting if I can buy the combo map, and display it on my web as a main object which I can modify at anytime. Also can use it on mobile apps as well. Not as embedded service as my HTML page.

It is possible for you to purchase a Flash combo map, and use Adobe Flash to edit it for your needs. The compiled map from Adobe Flash can be placed on websites and viewed in desktop browsers and mobile devices which support Flash Player.
