Transportation map to calculate rate between ZIP codes

I'm trying to create a map of San Diego County divided by zip codes. I
tried to find San Diego in the list of U.S. counties, but it said to
contact you guys. The purpose for this map is to serve as an interactive
map that our customers can use to figure out the average rate from one zip
code in San Diego to another. We are a transportation company (like a
taxi).
