Map Creating Tool for monthly reports

My firm publishes a monthly report in which we use maps from to time. We
are looking for a map creation tool which will allow us to make maps of
specific regions/countries and to insert custom icons and legends. Is iMap
able to do this? We need a program that can allow for the customization of
any country map (not just the USA).
