This map can be created using iMapBuilder. You can use the Windows
version, or web-based version.
Windows version:
http://www.imapbuilder.com/download.php
Web-based version:
http://www.imapbuilder.net/
After you have started the program, simply select an US map template, for
example, the one at:
http://www.imapbuilder.com/map-templates/united-states-map-with-state-abbreviations/
You can then use the PinPoint tools to add points, or icons on each state,
with a popup box, or link to the related web page.
